Im a new player and was wondering at what lvl can you start pvp and where can you pvp at? Like ground combat or even ship combat

You can start queuing up for arena matches and whatnot at Lt. 6, the only other options for pvp are the warzones (Ker'rat and Otha).

Eta Eridani sector block (below Sirius), Kerrat system and Otha system.

To be honest, the ques will hardly pop at all unless you are VA Once your VA PvP becomes fun and competitive

Which is a damn shame, because Commander-level PvP is just about the most fun I've had in this game...

Same, the game was really at its best in terms of balance at the Commander rank, but the dead queues are just a sign that the game doesn't have many people leveling up....

Ditto....oh well, at least we have the memories.

well with f2p we might get moar pvp at lower lvls (not at LT LVL tho cuz there removing the klinks on that) so one can only hope, and with these new pvpers coming we need to teach them how to pvp not just roll over them
