It's already been stated in STO canon that the Federation is still upholding its end of the treaty... though that is quite obviously being said with a wink and a nod.

The Romulans also told the Feds not to use the cloak on the Defiant while in the Alpha quadrant. Good luck counting how many times they ignored that little point.
I have always had a problem with the excuse behind the Feds not having cloaks. I mean, who signs a treaty that says: "Sure, you guys can fly around invisible all you want and we cant. Just promise to stay on your side of the border..."
Have there been any other stats given for the sao palo class ships as of yet? I'm courious about the ship itself. I love that cannon, but I always thought the big improvement on the defiant to the saopalo was the anti breen shielding. So I'm wondering if the Saopalo got say an ens. eng boof instead of an ens tac slot, or even a commander tac and a commander eng slot. Any info out there on this? thanks in advance.
The big improvment of the Sao Paulo over the original Defaint is that the Sao Paulo when she appeared, unlike the Defaint, was not a wreckage spread over a whole star system.
It was a regular Defaint class vessel no more no less. (And beside... one WITHOUT cloak!)

Well, I said it before, I'll say it again:
The Algeron treaty was just an onscreen reason.
The real, and far more important reason behind Feds not using cloak was simply that the Federation, implied as being the heros and good guys, DO NOT STALK AND STEALTH BEHIND.
If you change the very basic meanings behind "Star Trek" (not that they do not already do that far to often) than you can rename the Federation to empire or change the overall name from of game
I agree that not having cloaks is to enhance their hero appeal. But after all the effort Starfleet had Kirk and Spock put into stealing one back in TOS you would think the Federation wouldn't just turn around and sign a treaty not to use them.
Now, stealth is not really that big of a badguy thing anymore. I'm not saying to put a cloak slot on every fed ship, but I am fine with the limited use on T5 Defiants and GX.
I think I remember the Sao Paulo having some sort of new material or something in its ablative armor to prevent what happened to the first Defiant... I could be wrong, it has been a very long time.

And spock and kirk stole the cloak to give the federation a chance to develop a counter to the cloak ( wich was said very very clearly in that episode) , and all that next to a century after that treaty was signed (since the treaty marked the end off the legendary federation ro ulan war we would have seen in ent if the series wouldnt have been canceled)
You are right, I just completely ignored that the treaty was signed pre TOS. Thanks for the info. I realize this is star trek, but I just have a personal problem with the excuse they used in the shows for no Fed cloaks. Don't worry, I am not trying to change your minds about it, or argue for a Fed cloak on every ship. Mask energy signature would make that discussion pointless anyway.
As for the Sao Paulo, it was another Defiant class with modified shielding. So, it was a little special. Not much by game standards tho, as we can swap out our shields at will.
I agree that the Sao Paulo varient MUST have immunity to the Breen Energy Dampening Weapon.
