As you can see, a common Mk XII (resellable) offers the maximum bonus. Better buy them on the exchange (around ~300k was the avarage price as far as I remember, but you can get them a lot cheaper ). No need to spend emblems or craft them.

As for the science consoles: +18 is the maximum bonus you'll get nowadays. They may change it with the skill tree revamp.

AP consoles: Never saw Mk X very rares. Mk XII uncommons are around 3m ECs on the exchange, +24 Mk XII commons are a little cheaper. The hefty price tag is the main disadvantage (besides the skillpoints) of AP. I'd rather use phasers / disruptors or tetryons. Good tetryon weapons are quite cheap on the exchange. And having 4 +26 consoles means that you get +8% more base damage vs. 4 +24 consoles and +16% vs. +22.

if thats the case i have the best i can get then at least for the science and engineering consoles.
