This seems to have no effect on subsystems set to 100% power and an unreliable effect on those above 50%.

The effect of Warp Core Potential is the same beneath and above 50 but only up to 70. Its +5 (fully specced). Its the effect of Effiency that decreases, which is intended.
BUT:
While the Tool Tip and the Dev Blog say, that Warp Core Potential boosts all energy levels, it only affects the settings beneath 75. For example my setting moves from 77/70 to 75/75.
So if the setting is above 70 neither Effiency nor Potential has any effect on the energy level.

Fix that or correct the Tool Tip pls.

Warp Theorist gives +10 WCP, which basically adds +1 to power levels. With no other skills specced, I've had that show all the way to 96(95) but not at 100.

Bump as another to point out WCP acts as Efficiency, not Performance.

It is an efficiency, just like it used to be in the old system (also T1 then). I wonder if that is intended or not.

If not, it might explain why power consoles were nerfed, as we were expected to have more power overall.
