I completely understand their goal is to make money. However his statements in the OP arent "plans" that were changed, they were him talking about how he felt about not wanting to penalize players who got to VA quickly by making them wait. So apparently he now does want to penalize players who get to VA quickly by making them wait until 600 day?

Apparently he does, if all things are equal.
But all things are not equal. Things have changed and so the goal posts have been moved hence is does not make sense when you make a direct comparison to what was said before and what is said later, as you have done in your orignal post.
Don't shoot the messenager, a concept already expressed in this thread, so why do it?
An initial decision(or idea/plan) was made, that was communicated to the players, another decision was made and then that was communicated to the players. The reasons why the decision was changed may or may not be known. But it was not undertaken by the person communicating the changes to us alone.
It is futile to compare what a rep said one day and pick him up on it when a change has been made. MMOs in general are in a constant state of change, this one much more than others as it has new owners.
ie it belongs to someone else now.
Communication, or lack of it (too much or too little, it is hard to say in this case) is the only thing that is a miss here.
The best way is to treat the game as a new one and expect anything and in that way you can accept decisions more readily. At least they have some consideration for the existing player base and are trying to fit their new system around us as painlessly as possible. But there will still be pain, otherwise they cannot change the game to what they want it to be. For all we know, and they know, it may change back to a sub game this time next year, highly unlikely, but never say never.
