It always had a non-combat special ability without losing any console slots compared to other Tier 5 ships.
But they wanted to make all special abilities into consoles. So they created the transwarp console, added a combat benefit, and put it in one of the existing Excelsior slots.

You're not getting a new slot because that would give you an extra slot above all the other Retrofits, plus a console that grants you a combat bonus.

I personally think it would have been better to make the transwarp ability a device instead of a console.

This the one console that it would not matter if it were on a escort, scie, or cursier. So what the do? Limit it to just one ship type.

I couldn't care less about the noncombat transwarp power since that has nothing to do with balance. That you people thought it needed to get another console slot in exchange for a noncombat console blows my mind though.

Anyone capable of independent thought can clearly see that it didn't lose anything from the start (unlike every other ship) so it didn't need to gain anything when they made this change. The only change that didn't make sense was removing some of the transwarp locations (srsly, wtf?) and maybe the introduction of a lame power boost to justify the console change.

On a side note, I rather like the suggestion someone made earlier to sell this as a universal console available to all ship types.

Why not do like I do with the Borg sub-transwarp engine that grants you extra speed, and only equip said console in sector space? Slap it on when you need to transwarp somewhere, and take it off before you enter a mission.

That's probably why they didn't give you a console slot. Because, you'd be stupid to keep the console equipped while in combat. And, that would mean that those with Excelsiors could have their cake and eat it too, whereas everyone else has to choose whether they want the extra console slot, or the console ability.
