I decided to check out the new Tier 4 Diplomacy DOFFs, and I was not able to claim them.

But there's more!
When you go to the various Commendations, you find various DOFFS not where they supposed to be. Security Officers in Medical and Trading? (There are other DOFF types like Advisors in Security).
I'm not sure if this is intentional in order to give us more of a diversty when we reach a new Commendation Tier, but some DOFFS really just don't belong in some categories.
