I do not believe that he does.

Q should also appear at random in sector space, put his little grid in the way, then suddenly he visits you on your bridge. That could be an event like a borg invasion.

Does not work on 50% of my chars. Q states that the character already has the bonus, when in fact he/she has not.

Does Q have anything to do with the gift tokens and veteran BOFF tokens half of my characters received upon login?
