Say +4800 hull and +796 shields so the Hegh'ta or T5 variant has 28800 hull and 4776 shields?

I have no doubts that more vessels will arrive ingame with the occassional U-slots and we will even see the battle cloaks uniqueness go away when the Romulans arrive, so how long must the BoPs suffer a handicap for traits that are rapidly disapeering?
Yes the Bop will need a good looking over in the near future.

Im not quite sure how I feel about these new Old Gemhadar raiders being added to the C-Store.

I was very excited when I read the Dev. blog and though this was going to help push the upcoming DS9 FE but it seems that the whole story was just used has a method to peddle new C-Store wares

I'd like to reiterate my earlier comment that in practice these 2 "universal" slots are hardly universal. Almost everyone will use 1 of them as an eng. slot and 1 as a sci slot.

The advantage that the BoP universal slots have over lesser "universal" fed-side stuff is that the BoPs high-tier slots are flexible... this dominion ship is locked in for Tac for both the L-4 and L-3 bridge officers

As U-slots make more of an appearance ingame, regardless of wether they are useful in the long run or not, the BoPs need a re-assesment as to wether they are getting true value out of their handicap.
Not everyone is going to PvP in the new vessel or set the U-slots to the most logical use.

Yes they will be re-assessed you now will have hull HP of 450000 with shield HP of 1

This exactly.

What the feds are really getting is another Fleet Escort, but with one fewer science console.

I could see this being more of an issue if the CM or LC slots were universal... but with them locked down this becomes just another fancy toy that is pretty much useless.

What?
Klinks aren't the only ones who can lock down an opponent due to bugged consoles, faulty support mechanics and 5 to 1 tactics.
We learned how to do it from the feds use of AMS consoles, SS, BFaw and the har'peng and we learned that lesson well.
The Devs will fix it when they fix it. Most likely faster than they fixed AMS, SS and the har'pengs.

Intrepid refit/retrofit has been mentioned, since when did either of those have a universal slot?

Unless it was just added my Intrepid refit does not have a universal slot.

We have access to the same ship...so I guess you could say there is parity...but still.

Trust me ... If they try to make a beast build beyond a standard, Sci players will strip em down so the rest of us can blow them up.

The best build for those ships is a standard.
