Please direct me if it has already been discussed ( I sure can't find it). Should I be using the old formula for my skills?

No, I don't think it's the way to go anymore. (Except maybe for Ground skills, which have gotten more expensive, but not otherwise affected yet)
Instead:
Take 3 ranks in anyhting that looks at least vaguely interesting to you. This will give you about 50 % of the skill bonus you can get from putting _9_ ranks int oit.
Take 6 ranks into any skill that seems important to you. This will give you about 85 % or so of the skill bonus from putting 9 ranks into it, and 6 ranks will also give you the ability to train a related skill if you are of the appropriate career.
I put 6 ranks in the vast majority of the skills important to my character. 3 ranks in skills that are beneficial, but not particularly part of the build (such as science resist skills). I only spent 9 ranks in critical skills; for example turn rate on my battle cruiser, and the lower level weapon skills because they are relatively cheap and affect more than just one thing/ability.
