Lets start with the core issues. Its a ship the meat of the game so to speak with unique property's. As such it should never be available in such a limited manner. But lets break this down a bit.
What is a ship? A ship is the consoles bridge offer ability's and stats of a ship. This should not be confused with the skin you can have all the rare skins you want looks have nothing to do with game-play value.
So with that said what's so special about this ship? Some people have stated they killed one easy well just because you can beat the pilot says nothing about the ships balance.
This attack ship has the following 4 eng console slots 4 tac console slots and 1 science slot.
Which means it has the defense mod slots of a cruiser and the fire power mod slots of an escort to keep it simple. This breaks down to giving this ship the damage negation ability's if properly geared of both cruisers and escorts. Cruisers negate damage mainly via resists bonuses escorts do it by being fast and hard to hit. This ship can do both at the same time giving it the highest damage negation ability of any ship in the game.
Next we come to healing. The stations in question are 1 eng slot and 2 universal. Now these are just ensign and lt slots but consider the build this for example. 1 EPTS 1, 1 Aux to SI 1 , 1 Eng team 1 , 1 Eng team 2 , 1 RSP 1. While not fully in a cruisers class when it comes to repair it can still mount a significant amount of healing coupled with its higher damage negation ability. Not to mention a hull strength on par with a saucer separation galaxy makes for a very tanky escort in the proper hands.
All while having the same amount of firepower as any other escort. Effectively this ship is in a class of its own being granted only to those who are very very lucky or very very wealthy. This confers a game play advantage that should never be given. If you want to gate powerful ships fine I can see a legitimate design reason to do so. But do it behind in game content of a proper difficultly level not being a random gift box.
Is it powerful? No doubt.
Is it balanced? Unknown, but I have seen them taken down easy enough, even by other escorts.
Canon wise the ship is correct. The Jem'Hadar were fighters, their bugs would have almost no scientific capabilities. The Dominion would depend on other members for that purpose. The ship would be a testament to scientific and engineering capabilities. Remember Sisko had to go pull a cancelled ship that was designed to beat the Borg in order to combat this ship. (Defiant rocks!!!!)
I would not change the console configuration, it is cananomically (as in anatomically ) correct. The suggestion I would give to try and balance it, if it becomes too strong, is to weaken its hull.
To keep it simple, if I see the ship in pvp I'm not thinking Oh god Oh no I'm doomed!

Cruisers also use high end Eng abilities to negate damage. If you load up on resist consoles and low end heals you will not last for very long.
I think the uproar over this ship is kinda dumb. It would be cool to have just because its a ship and everyone loves ships. But being the must have escort or most powerful escort is a joke.

EMPTS takes 1 ensign slot eng team 1 an ensign slot and Aux to SIF 1 an ensign slot. 2 lt slots remian. Eng team 2 takes one of those and RSP fits in the final slot.
While its true the ship is limited to low end heals it also has a higher damage negation in the first place as I outlined before. Its also true people have killed them but that seems to have more to do with the pilot skill than the ship. An OP ship in the hands of a sucky pilot fails to negate the nature of the ship
