The CE event has been locked away into a limited-time rotating "featured event". I believe you have to look up the schedule by logging into STO, finding out when it next runs, and work your real life schedule around the game so you can be there to log on during the 1-hr block (2-hrs?) when it is live.
I guess the "consolation prize" is that it comes up fairly regularly, like 3-4x a day I think. Still, a silly and stupid move to lock away content in a game that is so sparse on content to start with.

ya i was on when the event was happening, but it didnt show up on the queue list.
