EDIT: The FAQ written herein contains information the intended functionality of the Nanopulse Weaponry. In the current patch as of Dec 20th, some of this functionality is inaccurate. A patch in Early January will rectify this.
A: Enter Q's Winter Wonderland and run down the track to the south until you see a small hut. In front of the hut is a diminuitive Ferengi that will "sell" you the weapons for 0 energy credits.
Q: Can I get both types of weapons?
A: Yes, you can own one of each. However, each is Unique.
Q: If I "lose" mine, can I reclaim it?
A: Yes, but only as long as the Ferengi is in-game. He will be leaving in about a week.
Q: How do these weapons compare with standard melee weaponry?
A: In a number of ways:
1) They deal Plasma damage instead of Physical damage.
2) They do NOT penetrate shields. (The tooltip currently says otherwise, but this will be corrected.)
3) To make up for their lack of shield penetration, they deal approximately 33% more base damage.
4) They have a chance to vaporize opponents when Exploit attacks are used.
Q: I heard they can block incoming energy attacks, how does that work?
A: Whenever you are executing a combo move (anything after your first attack), you are given a small chance to reflect incoming weapon fire back at the opponent that shot at you. It is unreliable, but fun!
Q: What level are these items?
A: They are level-less, and will rank up with you as you advance.
Q: How does this weaponry interact with Borg content?
A: First of all, since it deals Plasma damage, the Borg can (and will) adapt to it, requiring remodulation. Also, due to the lack of shield penetration, it is not as handy as standard weaponry for those situations where the Borg raise their energy immunity shields.
