Are you kidding? There are opportunities to stop raiders from picking the bones of the dead. I smell a mission sequence.
Do you want the content team to spend a month working on a map that only has 1 mission potential or working on a map that has many mission potential? It's a nice map to have but how many missions can you have there?
Cryptic is a very small company with a very small staff. There's only a handful of people on the content team. They need to focus their efforts in directions that give the most bang for the buck. Would people get more use out of a junkyard map out out of the Starfleet Academy map? Clearly the SFA map has more potential. It's all about prioritizing.
