- torp spread 2 if you use torpedoes
- attack pattern beta or delta if you simply want to boost your damage
- Fire at will 2 for easy pve mobbing.
Engineering should have at least 1 Power to shields 3 and one engi team (1 2 or 3 doesnt really matter). Auxiliary to structural integrity is also helpful.
Science should have one tss2.
All the rest : pick whatever you like. The listed skill will ensure your pve success, the rest is just dangly parts.
Ideally decide if your ship will be heavy on shield heals or hull heals, so also consider aux to SIF as well or even dampners to help with turn rate, as a Tac Captain you might want to slot a console for hull healing and despite what I read consider the old EPS console to help keep weapon power up and the need to shift power levels in a hurry. (as an engineer I can handle power levels easily but as a tac Captain your need some help).
