I would suggest bumping them up to tier2 recruitment at least, the 'buy that refugee from ferra' asylum maybe even to tier4 (unless you have some glorius other idea).

The three stoo err refugees from support colonization efforts might need a closer look too. Gut feeling says cull it to one refugee but give it a higher chance for better quality maybe.

On the other hand it might turn out to be unneccessary once the 'saved' refugees from after your announcment to keep them are out of the system *shrug*
