"Login failed for unknown reason" error
Missing additional character slot for current/ lapsed Gold Members
Slow patching in the launcher
A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
Some characters were stuck in a loading screen with a "Server Not Responding" message
As for when it is actually "F2P" - that should be as soon as the servers come back up after the maintenance & patch (which falls in line with the F2P Launch Party).

Yeah it is, and its just as cold, grey and wet as the ones before it.
A year for now I'll probably have exhausted my passion for a better STO, probably when they start charging hundreds of dollars for the best new gear *yeah, companies like PWE do actually do that)
