It needs to be 4 Eng, 3 Tactical & 2 Science, not 3/3/3.
Sure why not just make it 4/1/4 and have the ships identical in every way except skin?

Sounds like a difference in design philosophy to me.
I happen to agree, and am open to hearing reasonable suggestions.
Eng Consoles are good for ships without many Eng abilities because they boost basic stats of the ship, such as increasing shields, providing hull resists, improving power transfer, better turn rate, etc.
Tac Consoles are good for ships without many Tac abilities because they boost damage on the ship by a healthy amount regardless of BO layout - and damage is king in this game.
Sci Consoles are only good for ships with a bunch of high level Sci abilities, because they only boost science skills, and have no real effect on anything else.
One of these is not like the others...
The way to fix this is to make Sci consoles useful (as something other than dump slots for universal consoles) on non-Sci ships. This means providing a significant boost to the ship even if the ship only has 2 Sci BO abilities that are seldom used and don't need boosting. Also, because you already have console types that boost survivability and damage (Eng and Tac respectively), Sci consoles would either need to do both of these things, or something else entirely - but that something else (whatever it is) would need to be useful in both PvP and PvE.
4 tac consoles > 2 tac consoles. Tac consoles >> Sci consoles. The game has nearly always been thus. Sci consoles don't help you complete one mission in this game while tac consoles help every single shot. The bortas with 4 tac consoles and plus 15 weapon power will outdamage the oddyssey, and that is the whole enchilada.

So the Odyssey gets about 750 more shields and the Bortas gets 1500 more hull. Seems to me that the Bortas will be able to tank almost as well as the Odyssey while also significantly out-damaging it.
