With this BOFF layout you can replicate an Assualt Cruiser's, except that you'll turn half as fast, lose -5 weapon power, and be doing -26% less damage due to missing a console. Trying to run a LtC Tac in that universal slot is going to be a great way to get yourself killed very quickly.

You want a super ship that can put out great damage and tank like there's no tomorrow? Just ask Era or Hilbert. Pretty sure I remember them having great sustained dps.
Point is, it's already been done, like that great barenakedladies song. Lol at LtC Sci slot, you can really pull off my BoP's favorite move on this thing, with 10x the survivability to boot. It's just an amazing layout and you're complaining about not having a 3rd tac console on it?
If you want that 3rd slot you can still fly your excelsior or sovereign for it. Both are good ships.
The Odyssey is a direct relation to the existing Star Cruiser design, taking most of its stats from that base type.
Compared to the Star Cruiser, it has increased Hull and Shields, a more defensive-focused power bonus layout, and two universal bridge officer slots. All of this, and it has only sacrificed turn rate.
The concept of the Star Cruiser, and the Odyssey by extension, is a science-leaning Cruiser build. The Assault Cruiser, by comparison, is more Tactically-focused. Choosing to build the Odyssey off the Star Cruiser instead of the Assault Cruiser was a conscious decision to have the Federation focusing its efforts more towards exploration and scientific study, rather than all-out warfare.
So I guess I'd have to ask you all this -- does anybody use Star Cruisers in PvP? If not, it's obvious that this ship would not be favored by players that enjoy that type of activity. Nonetheless, I believe there's still a portion of the community that will enjoy making use of this ship.

And ... There is a reason I keep an escort assigned to my characters who will captain this massive ship ... an auxillary support vehicle perfect for those ... offensive moments.

Don't PvP much, but when I see 3 or 4 Star Cruisers in Space STFs, (Note: I fly a GalaxyX) I worry.

Yes, Star Cruisers are good ships if built properly and tough to take down in PvP. Building it off that is a great idea because it also means it has more tanking capability with a sacrifice of turn rate
