The differences are very small and fights between the two are the single most boring things I've ever had the displeasure of experiencing in this game.
You'll hear a few people complaining that the Odyssey has only 2 tac console spaces, but in reality it misses out on a very small ammount of dps for having a better turnrate (aren't klingon impulse technologies meant to be superior to starfleets?) and alot more shields.
The boff layout is pretty good.
By good, I mean perfect.
They both turn horrifically (infinitesimally better than a vo'quv, for the Bortas, the Odyssey is a bit better), but I think the c-store versions will feature saucer sep so there might be scope to improve the turnrates.
Ran into a 2 BortaS versus 3 Odysses in tribble this past weekend and found the same conclusion. In a general build , under a moderate experienced captain these vessels perform the same in respect to each other regardless of the Tac console debate.
They are as they appear to be thick, tanky gunboats, one with a pechant for DPSand engineering the other with a better engineering and science feel to it. Both where equal in effectiveness in combat.
Though a highly experienced PvPer will be able to make iether one work very well to its strengths, niether is OP by any means.

YET???? If the use of iether ship is only as good as the experience of the pilot using them and the Devs do not tinker and ruin them in an attempt at balance, why is there a yet for the future?
Things need more testing, sure, but I do not think a yet needs to be thrown around just yet.

fah! We need no cup holders. Every warrior on teh bridge should just learn to drink less and hold on tighter during impacts.:p
If the proposed console changes go through though the BortaS will need a console change to something more than 1 science though.
I am just still waiting for a universal slot based escort that is comparable to the Jem OPdar ship that is "REASONABLY" attainable. I would expect such a ship shortly after the Enterprise-Fail comes out.
