I am a silver player, I have come to look at the foundry editor today, was asked to pay 1000 credits for a foundry slot, got to the character selection screen, made up a human character, and after I pressed the confirmation of the character screen, I got the same failure message about creating a character.
If I am unable to use this tool as a silver player, then I would like my 1000 credits back as this is unfair that no block or message stating the fact that it's only available to gold players was in place.
Yes this is a bug. It has been noticed by the dev's. Best advice would be to file a ticket. I will metion this on PrimetimeUGC next week as well as list it in the bugs when I get a chance to give this thread some love. Good luck Captainphase.

The foundry seems to have been purposely hobbled. I think the reason is probably because the devs are concerned about server crashes, etc., caused say, by a user who sizes something so large that it can't be tracked. (They had these kinds of issues in "Second life" early on)
Still, there has got to be some sort of happy medium. I would like to see the Devs produce an adventure using only the foundry. Certain things are basic. We should be able to create working turbo-lifts. We should be able to look at a spaceship outside of a space-station window. We should be able to control how many are in the landing party.
