If you don't know what character skills buff boff skills this is going to take a while. Before you use it make sure you know what skills affect what abilities. Here is an example. Since you are a tac Fire on my Mark is a skill you captain will recieved if you are a tactical captain. It is buffed by the sensor skill in the skill tree. Look at all you captains abilities and book abilities and make a list os all skills that might effect them. The decide on how many points you wish to spend. I would personally get rid of RSP 1 and invest in another emergency power to shields. This is why.
When you look at shield regen rate in the tool tip it is based off your shield power being at 50. When your shield power reaches 75 it doubles. It then adds the same amount again at 100. So at 100 shield strength your regen rate is three times that at 50. Also the power boost last for 30 the same amount of time it puts the other on on cool down. If you invest in ecetro plasma skill and put at least 6 point into it you EPtS 1 will give about 21-22 point in shield strength and EPtS 2 will give about 28 points. Here is a build I would use. The question would be if you use torps. I understand why some don't I believe in them when you are speced into them. Here is a build with out them.
Have some people comment, move skill point around, I recommend think very carefully about 6-9 point sometimes it is better to have 6 point into something and put those other point into something else. A good example of this is Starship weapons performance I don't spe pc into them at all in a tac in an escort, but if you did you only gain 1 point of power for 9,000 skill points. If you invested it somewhere else like armor reinforcement those 9k worth of point makes the skill 54 percent effective. In a crude manner. So spend the points wisely.
Whats your impulse thrusters and engine performance at? It helps you go faster and manuver a lot, I respecced a tac captain recently and maxed those out and love the results so far. Maxing all those admiral level skills is expensive, the only one I maxed at that tier is Energy weap spec, those power level skills and armor reinforcements are at 3 or 6 on mine.
Also Shield perferomance doesn't seem to help that much either, you could take some points out of there and wouldn't notice much of a difference. I'd rather max Manuvers instead and put points into engine performance and impulse thrusters.
yeah, I purposely decided not to put any points into any impulse skills. With my current skill tree that has all the engines skills maxed getting my dual cannons on the target isn't the problem. It's keeping them there.
Since you say shield performance isn't that great, I'll edit the planned skills above to put points into something else. And how about some points to driver coil?
EDIT: i changed the planned skills again, traded in inertial dampers for stealth.

Taking Armor Reinforcements/Hull Plating past 3 is a complete waste of points, it only works out to like 8 resist for the last 6 points (much less than a console, barely more than the accolade gives).
Not sure why you are bothering with stealth but its up to you, I never do use cloak and when I do it doesn't tend to break unless I wanted it to.
If you put points into Weapon Performance you can then shift the excess power to your shields to be tankier, I would always put 3 points in each of those skills and take shield to 6 with possibly one more.
I don't use torps either but spec'd for them if some day I feel like using them. You can swap some points around to to other stuff if you are never going to use them. Basically if i spec into it its either a 3 or a 6. Going all 9 in anything isn't really worth it imo.
