But OP, KDF players have been allowed to go practically everywhere for months now, the now old Red Alerts opened up the rest of the map to KDF players.

Which is so confusing given its location beside Bajor, a full member world of the UFP since 2393 (Path to 2409). I guess it is a compromise between 2409 and how some people want to play in the DS9 era.
