Excellent point, and I can confirm this. (Though I will add that at least a couple of people I talked to there were more than just marketing yonks; they were Trek fans. But not everyone is, for sure.)
Dunno if they still have this rule, but it used to be that in comics Trek characters could never have thought bubbles; everything had to be dialog or caption boxes. "Our characters don't think," they told me at one point. This, of course, led me to make a snarky remark about how that might explain Voyager...
Atleast if you are a player of canon it doesn't bother those us like that about not having the ship since it wouldn't feel right for my klingon or federation character to be running around in an enemy ship. Although it would be ok if it was specific tailored mission where you flew one of these but not as a do any mission kind of ship. However this does send a message though that with these grab bags that it would impact possible new factions to a degree that we may not even see them not even years down the road. Due to the fact of balance purposes in the case of the jem hadar and galor class ships that a faction based ship would not be this powerful and it would not make sense to have an enemy faction who can fly around ships that are far superior to the ones of the faction that builds them.
Damar arranged for a small surplus of Cardassian Galor-class warships to be given to both the Federation and the Klingon Empire to aid in their efforts fighting the Jem'Hadar.
I find that entire premise completely implausible for my understanding of Damar. But thanks for using the shows as a source. Hope to see more referencing and inspiration drawn from series events and not just locations/assets.
