In testing with 6 points in power insulators, with/without consoles, and no points at all, it fails to do anything against Tyken's Rift, siphon drones, tachyon drones, power drain, borg tractor, charged particle burst (if it was ever meant too), Vent Theta, and any kind of tetryon and tachyon skill (beam, weapons, tachyon glider).

It does work against Target substyem abilities surprisingly. Full ranks cut it in half. Small wonder.
