I equipped a new shield array - RALH level. Looking at the Ship data I was surprised to see that the shields were not showing up at the level given in the description.

The Shield Array is rated at just over 6200 but equipped it shows as just over 4700. I'm running a RA ship, and have other items that are MK XI equipped.

Does this have something to do with the Power system of the ship?

How do I get the full shield strength of the array?

If you are flying an Escort (if Starfleet) or Bird of Prey (if KDF), you get a penalty to shield HP due to its lower shield modifier.

No prob. Also, Science ships get a bonus to shield strength of up to 30% above the base amount due to their higher shield modifier, while shuttles/fighters get shield strength of only 40-60% of the base amount (when using Starship shields instead of the Shuttle ones that have a -S in their name). Cruisers get the base shield strength (no bonus/penalty unless specifically stated for that ship, such as the Odyssey's 15% bonus).

note, i believe shield strength for stuff like fighters and runabouts etc have like half to 13rd the stated shield strength.

If you are currently flying an Escort it should already tell you the values that the shield will have on your current ship. Even in the inventory.
I had a friend who had a bugged Impulse Engine once. Made him fly like he had no engine at all. It could be a bug.

Each type, class and/of tier of ship have modifiers what affect the stats of the equipment that is slotted (equipped) on the ship. In broad terms, Escorts have smaller shield modifier, but higher speed and turn rate modifiers for engines. Cruisers have nominal shield modifiers and have reduced speed and turn rates foe engines. Science Vessels have superior shield modifier, and better movement rate and turn rate modifiers then a cruiser (although not as high as escort).

I had the same problem and I was flying a Cruiser. It fixed itself after logging out and back.

You can always add a field generator to help bring your shield cap up.
