Seems like there is an easy way to find out. Send the people in game emails asking if it's true that they got a galor.

Maybe Perfect World should check the local gaming commission laws where this game is played. If not for this being in the context of a game, what they are doing is illegal. Advertising more winners than there actually are violates the gaming commission laws present in CO, NV, and NJ.

Actually I have done research on this and this issue was dealt with in 2005 when the 2005 Gambling Act was established it protects the business regardless of local laws since its federal for the purpose of relations between a company and customer wishing or wanting to take part in such activities. The only requirement a business has to follow is they must adhere to having a gambling license. Which I am pretty sure Cryptic obtained one of these before starting these grab bags so if thats the case then there is no illegal activity happening in STO.

Or ip block residents from Co NV and NJ.

I wouldnt mind as I dont live in any of those states.

Block them from participating in any of said events too. Ip blocking may be too much.

Everyone except residents of those states get a chance to win the galor.
