There have been surgically implanted artificial retinas that connect to the optic nerve enabling a blind patient to see simple shapes but these are of a very low resolution.

This 'sonar' display is a rather out of the box approach and just might be more effective (in today's technology) than putting a CCD into someone's eye.

Now, make some enhanced-reality vision devices for persons with normal eyesight and there ya go, Terminator.
