A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
Realize after I posted in the related thread that it was old so making a new thread.
My suggestion is to Have one existing skill that can reduce the ablative armor generator's CD as a secondary ability like the Starship Armor Reinforcement or a related skill in the Engineering Systems tree. 9 ranks would reduce the CD by a full minute.
