To start with your last question: You get an accolade either way when dealing with the Ferengi. So if you wanna basically go 100%, do each option once.
I will say though, IMO it's hard to place the Jem'hader space set, at least yet. But the deflector is VERY science-based. I'm waiting to see what happens with the shields too, and what the 'Victory is Life' 3-piece bonus is about.
I mostly recommend waiting for the time being, and seeing what that shield will give you.
It looks like it could be a good set to level up with, like the Breen used to be. I reserve judgement until I see the whole set. I probably will leave it on my Peregrine since I've got the MACO XI set. But, we'll see what it looks like.
Looking at Pro's and Con's of this set first off if you have a Jem Hadar ship from the winter presents than its a no brainer to get the whole set for that ship. If you are like myself and do not have one it would be one to use to level up for something like a bop or escort depending on the faction. The shield would have to make your socks fly off for it to be useful for a non jem hadar ship though. Based on the stats of the dish and engine they cannot compare to ones you get through stf's. Which I do understand this it makes the time spent on them mean something. This jem hadar set is more so a collectors item for those who have stf sets because unless you have a jem hadar ship all this new set does for all other ships is make you weaker than you are with stf set pieces.
The only way I can see this set being used is say people using polaron weapons still but being able to get a console like the one with retro borg set for omega, honor guard, and maco sets. So that you could mix 2 pieces of the jem hadar set and stf set or possibly an stf shield with 3 pieces of jem hadar. Also I believe there should be some ability with victory is life for non jem hadar ships its just ludicrous to have a third ability that only 1%-5% of the player base having this ship are the only ones benefiting from (it just is going to drive people to hate the grab bags even more to the point of losing potential customers). In conclusion though that Victory is Life passive pretty much concludes that the basis of this set that future content like this will only benefit the player if they happen to win some rare ship.
I'm still going to throw this old idea I had out there too. When you do a grab bag Cryptic it would more than likely be appreciated if before you open it up on C-store that you have a new Fleet Action available based around the ship from the grab bag. When you have made all the money you are going to make from it at that point we know you guys can make an item extremely rare so that could be what you do to actually get people into fleet actions is a chance to get these ships because some of us do not have the money to be blowing on these or just are not going to gamble money away and come away with nothing to show for it. So be smart and keep your customers.
I was thinking about the folks who aren't playing STFs. I seriously doubt that this set is going to compare to the STF sets. But, if you're say a LT Commander and need decent gear it could be a good set. Especially since there are many new players who are leveling way to quickly and haven't gotten the crafting mats or EC to get decent gear.
I agree with the collectors aspect of it. I have a full set of MACO Mk XI, space and ground. I don't care about the new FE set. Heck, I don't care about the STF Mk X gear. I'm only bothering to get it when the tech drops so I can get the accolades.
I think often times vets forget about new folks and what it was like to be leveling and scrounging for gear.IIRC one of the devs had said they were thinking about putting out more low level sets for people on the way to STFs. This may be an example
According to Stowiki the 2 piece bonus is supposed to provide a 7.6% increase in polaron damage which would be amazing from a DPS point of view (it would take a crit rate of 38% for antiproton to match that bonus in terms of raw dps and you'd lose the power level proc.) When messing around with it though I'm only noticing a 2% increase in damage which makes it far less useful compared to the survivability you're giving up breaking one of the other sets.
My Commander and Lieutenant Commander level toons are being treated to this set, I sold the pieces on my KDF tac as I've got honour guard there, but for levelling, I think it's as good as anything out there.
Set wise I would say, its not bad, it not amazing unless like me you happen to fly jem'hadar Attack craft. Polaron weapons are currently in relative disfavor, both PVE and PVP wise. If you don't have Mk XI purples by all means get this set. If you have a mk XI stf set or two under your belt I wouldn't really worry about it. Even with the Vitctory is life Bonus, which i agree will help the Jem'hadar attack craft find a place in pvp. Based upon the past experience of proc based effects is STO I would say there is no cause for alarm.
