What kind of playing style?
STF Elite runs, PvE, RP?

Active time zone?
US or EU?

Canon-style operational concept?
Write some fluff, a fleet isn't just comprised of a collection of ships. It has a purpose; mission and operating environment.

Any other conduct or communications expectations
Target demographic, TS required, etc etc. "Recent forum drama" indicates not making rules and regulations clear to possible cadets inevitably causes disaster.

You might want to just join a fleet for a month to see how it works before creating your own.
