Okay.. I'm getting a bit lost with the doff assignments. I have never seen certain ones such as the Bartending and Chef chains also any Engineering that use the prototype plans.

The ones you mention are shipboard, and there's a bit of an issue with shipboard assignments. There's a lot of them, and a very limited supply of them. The good ones are often getting starved out.

Heretic's said a few times he's working on a solution, but we don't know what it'll be or how well it'll work for a while yet.
