You do need to have at lest 1 engineering based Doff that has the reslove trait to start the 4 part of the chain.

I was able to buy 1 one the gamma doff packs off the exchange and got 1 common damage control Doff with reslove.

I ended up getting 2 uncommon science doffs and 1 rare refugee out of the pack
