With the Nebula, the lieutenant slot can come in really handy, having a solid mix of engineering and science powers means you can provide both hull and shield heals in decent quantity without having to sacrifice running epts1 twice or something like that, there's even space for stuff like extend shields to supplement transfer shield strength. You can also augment it's tactical ability a lot, throwing in stuff like attack pattern beta or delta, high yield torpedos, spreads, and tactical team in whichever blend you feel's best. You can make it a "jack of all trades", or a good healer, or a good debuffer, or decent kinetic damage dealer etc.

Back to the debate though, with transwarp gates, yes theoreticly they could move ships between Sirius and somewhere in the Delta Quadrant with ease. But who's building the transwarp gate in the Delta Quadrant? Unless they pull a Jack O'neil and just dial a Borg one, which could be cool.

Yeah, some sort of transwarp lane-hacking or an advanced team operating under the cover of illegal cloaking technology. It's possible, and if it's possible and tells a compelling enough story I figure it can be used to justify.

And thank you, kinetic damage dealer or debuffer, hrmm, starting to seem like Cryptic might be raiding my wallet again.
