I might be willing to break my STO boycott long enough to help the Pandas in a tourney.

Do want to see the rules though. The only real counter to 5 science flagships running FAW is cheesy and uni-faction aceton assimilators. Which basically makes the best team five science variant Bortas'qu pilots running assimilators with non-faw 2ndary boffs just in case they run into another Klingon team with assimilators.

Balance is in a pretty bad place right now

I'll try to get a write up of the rules here. Off the top of my head the rules will prevent 5 man sci spam teams from happening.

The resistance from the skill tree, when capped, is supposed to offer 75% resistance to drains, repels, and the like. Consoles and stuff can boost the resistance even further. However, the effectiveness of the skill based resistance is spotty at best. Tachyon Drones are still ignoring resistance, or the reported 75% is more like 5%.
