The cap on ship skills is fuzzy. The median split of 80/20. But Cryptic added a lot of wiggle room in the skill point split. The total amount of skills you can put into space/ground at any point is show on the bottom of the Skills Window. You'll note that the sum of the space and ground skills max is greater then the amount of XP you have earned. That is the wiggle room that you have. Once you have hit the skill point cap of one side, you have to spend the remaining points on the other side.

damage / ( 1 + <armor points> / 100 ) == damage taken
You always get more damage resistance with more armor points, but it has diminishing returns.
The actual DR formula is on the STOWiki article I mentioned above. But in layman terms, damage resistance is an asymptotic curve towards a hard cap of 75% damage resistance. The sweet spot on the curve is 50% at around 105 armor points. After 50% the curve starts getting much steeper. To hit 60^ damage resistance, you need about 75 more armor points.
