Anything that says "+XX% All Damage Strength" only adds +XX% of your base damage to your final damage. Cannon Rapid Fire/Scatter Volley, Beam Overload/Fire at Will, and Torpedo High Yield/Spread are the only powers that give TRUE +XX% to damage (with that particular weapon type).

Also, get rid of your Borg weapons. You'll be playing Feds and Klingons, so the Borg modifier is useless. The weapons aren't really purple in PVP they're blue. Use all DHCs or 3xDHC and a quantum or DBB with high yield or beam overload. [Acc]x3 is the best, followed by [Acc]x2 [CrtH], followed by [Acc]x2 [CrtD]. Yeah, they cost quite a bit, but what else are you going to use EC/Dilithium for besides improving your build?
The MACO shield is the best in the game right now, but using Borg engines/console and Omega deflector/shield can add some to your overall DPS with Tetryon Glider, while still giving you Borg heals.
Also, don't forget about your cloak. Strategic use of it can make the difference between popping someone else in seconds, or going up in a puff of ozone. Try to position yourself outside the broadside arc of a cruiser, or cannon arc of an escort. You can get behind them pretty easily while cloaked.
Timing is also important. If you use a torp, you want it to hit bare hull. Experiment with timing it so that a cannon shot hits just before the torpedo, to prevent them from regenerating a tiny bit of it and negating most of your high yield torpedo.
