Why the balance.. simple.

On an fleet escort it kills the whole crew in under 2 seconds.
You get hit just by flying by it and not entering it and I also got hit from the front of a ship while going in reverse and shooting.
It is an almost permanent debuff on crew repair because it takes a long time to get your crew back if you die or when you get out of combat.
IMO it is like a 2 minutes debuff if out of combat and a permanent debuff in combat.

Its a stacking bug and is well known, though yet to be fixed.

Basically you can stack the VTR up to 20 times on a single target doing -50% crew a second in total.

Although we may've squashed it yesterday. The change has to filter thru QA and Tribble, but stacking of Theta Radiation debuffs may have been successfully eliminated.

From my internal testing while playing with the stacking fix, I can confirm that it's still a powerful attack even when it does not stack.

Thank you for more good news. Now to be clear, does that also mean that Hazard Emitters reliably clears the debuff continuously or does it still only clear the debuff upon initial application? Because right now, once you apply HE, if you don't escape immediately the debuff is reapplied but the remaining 13ish seconds of HE's HoT does not remove it.

I was actually watching this one very closely. You get exactly 4 ticks of HE to get out of the cloud before the HoT stops clearing it (TVR or EWP). If you are on or near the edge of the cloud that is okay, but since it reapplies constantly you are slowing down between ticks and speeding up with each tick making an escape from the center of the cloud impossible. Prior to S5, I could reliably evasive out with high engine power, regardless of the plasma fires presence on the ship, then clear it after escaping to prevent reapplication of the fires.
