Just to see if I was mistaken I tested out the doffs that lower Tactical Team, Science Team, and Engineering Team abilities. All work fine. But when I switch to x3 Technicians (2 green, 1 blue) for a total of 20% reduction, nothing changed.

Are you sure you read what Technicians actually do?

Chance to reduce the time for all bridge officer abilities to recharge when Auxiliary to Emergency Battery is used

I re-read it. It does not say "chance to...". Its a flat % reduction. BUT I didn't read the detailed description thoroughly, just the overview. Details say the use of "Auxiliary to Emergency Batteries". Lol. My bad. Thanks though
