According to this Starbase UGC blog post (and subsequent comments), Starfleet Academy was at one stage available as a Foundry map, but as of July 2011, is no longer an option.

I joined STO fairly recently this February, and despite not being able to use the Academy map myself, I've seen relatively newer Foundry missions that make use of the Academy.

When can I expect the map to be available in the Foundry again? Could I try asking someone with a mission that makes use of the Academy to allow me to import their project so that I can have access to the map?

It's always been available as a door, in the sense that you can start a mission there. It's not available as a map to build in, unlike some clone versions of the old ESD and DS9.

That was their way of including it in the foundry: You can start a mission at SFA. But, it's not really in the Foundry, and it never has been.

Just before I found your reply, I've managed to come to the same conclusion by fiddling around with the Foundry a little more.

I really needed a set for a holosuite, and the ones at sfa would have been perfect. But, I had to use the tng holodeck instead, which sucks.

Hopefully, their "inclusion" of Utopia P is actually an inclusion, instead of simply being a door.
