Its up to your personal preference. I play science officer from game start, and 95% of time i use hybrid build with 2 launchers + 1 DBB fore and 2/3 turrets and possibly mine launcher aft.
It may be not "maximum efficiency" build, but i like it. I tried lots of combinations, like pure torpedo boat, or without torpedo at all, some of them worked well, but i still like build mentioned above, and can say thai it "fits like a glove"...

Scrap it, start again.... no seriously, scrap it,
Poloron is; next to Plasma the worst of the weapon types.
Only the JH engines are good, the Shield is really really bad, the capacity and the regen!!
Drop Aux consoles, add Neutronium or another RCS and heres a thought, the Assililated Console!
Drop ship specific, it's one of the worst ship abilities in the game.
Take 2 of your NEW energy weapon type.
Drop your 2nd TT (why is it a Lt abaility anyway?) take two Conn officers to reduce cooldown.
Boarding Party?!?!?!?!!?! It is totally crap, because everyone runs TTs, EWP or A2SiF2 would be really good here, remember that GW and EWP are both buffed from SPG
What is FBP for? PvE targets do next to no damage vs their health, and PvP targets couldnt care less.
