A bit complicated overall, but some nifty ideas. Though I disagree with the Tier 2 ships as starting point.
As CBS doesn´t allow the Connie refits(actually retrofits) of Tier 2 in endgame, so the other T2 ships have to be excluded too.

And now for a gratuitous self-promo of my own retrofit proposal(see sig). :p

@ the OP,

I think your idea would be easier implement over Suricata's idea, however, I believe that Suricata's proposal is better.

But I can see your idea coming about much faster and for a lot less cost to Cryptic with a promise of more revenue.

Not necessarily. CBS doesn't want the Constitution class to be allowed at endgame due to its being such an iconic ship that is obviously out of date as a cruiser. However, it could easily be modernized and utilized as a Frigate, although CBS won't necessarily be reasonable enough to agree.

As I said, all tiers of science and escort ships can very reasonably be upgraded to max level (especially escorts, there is no questioning that), and the frigate type makes cruisers of all tiers make sense being at tier 5.

I love Suricata's idea! I think the thing that would be absolutely perfect would be to attach the option of frigates to Suricata's idea so that all ships can be used, that is my dream right there! But, as you said, this would be much easier to do for tech and financial purposes, so if they aren't going to implement the dream system, this would be an alternative I'd be very happy with.
