The March 15th changes for BOFFs regarding Hyposprays were a welcomed addition as it stopped BOFFs eating them like candy.

Can something similar be done for the Power Cell and Shield Charges? Those are still consumed with blatant disregard. Perhaps a lower % of around 10-20% for Shield Charges, and I'm not certain how to handle Power Cells, perhaps only allow usage shortly after engaging a target, with a lead time of 1-2 seconds.
