4*shield capacity extender (IMO all bonuses that i can have here with current BO setup are too small to be worth loss of shield capacity, am i wrong?)

I am thinking about replacing fore weapons to 2*AP DBB + 1*Quantum torp, tac consoles to 2* +26% AP dmg.
Will it be better than curren setup?
