This is done through the Doff system (duty officer). There is an assignment that occasionally appear when you are in the Cardassian areas (Beta Urs, Alpha Trianguli, Zeta andromeda, and their associated star clusters). The assignment is called "negotiate delivery of rare commodity" as you have said. Once you complete it, you will get an alien artifact. You then do some shipboard assignment to make it into a powered artifact and then a console.

You may want to reconsider your use of thread titles. Usually it;s best if the title consists of the problem you're having. I know on some support forums, "please help me" usually gets ignored.
