The skill isn´t trainable by a Captain. You can only train by having a Boff who already has the skill. That requires either luck or spending ec on the exchange.

Theoretically, someone else could have a Bridge Officer with Aux2SIF 3 in his inventory (not comissioned already) and use him to train a Bridge Officer you had and traded with him. Of course, he could just as well sell that Bridge Officer on the exchange to you or someone else, which may be easier for all involved.
Oh, and aren't there Aux2Sif3 Bridge Officers among either the Aenar or Caitain BOs from the C-Store? (You can also find those on the Exchange sometimes).

What I meant was some other player has a candidate with that skill, you trade in your candidate, get him trained up in said skill, than have it traded back to you. No Energy Credits, Dilithium, GPL, or any other form of currency used. The only cost is the loss of an officer candidate.

Good luck finding someone willing to delete their copy of Aux to SIF 3 so you can have it instead.
