Early results seem to work quite well bar the 2xeptw..
A couple of problems with your build:
1) APO 2 is a Commander level skill, you can only have APO 1 in the Lt Comm slot.
2) You don't have a Lt Comm Engineer station, only a Lt. So ES goes bye bye.
3) Get rid of RSP in your Comm Slot, get Aux to SIF 3 instead. I'd drop RSP to Lt slot and take EPTS 2 & 3 Instead.

I fly in tag the target with the Graiton Pulse and unload with Scatter and Torpedo Spread on a slowed target(s). When Shields go down I launch Swarm Missels. On my why past I drop a nice Mine Net, Theta Radiation, and finish it off with FAW.
Now that I am past the target, I turn off battle mode and EMP pulse anything that tried to follow me. Now I a have become a threat and turtle up with my heals, or I head to a teammate that needs help and help them out. Once I have my alpha back up, which is the Scatter volley and Torp Spread, its time to find another target.
Fantastic build to destroy a lot carriers pets and deal a lot of front arc damage to the carrier. Lots of stay the hell off my aft as well. Dropping Quantum mines is a huge DPS boast for this build over using a torp in the back.
Although you could try and build it with cannons, the base turn rate makes it very difficult to use even with a RCS..
The combat mode gives the ship a great turn rate of about 23.0 so you could use cannons.
I went for the FAW boat option to help combat carrier spam. I don't have too much of an issue of energy drain thanks to engineering captain powers and EPtWeapons 1.

Lt sci: hazards 1, transfer shields 2.
I find cycling tac team 1 and EPt shields + EPt weapons to be great for a good mix of DPS and tank.
The marauder is one of my favorite looking ships from TNG. System wise it's the sort of ship I wish the execlsior was.
