This is not Dabo bridge. This is intentional.

Dabo bridge was when it shifted every few seconds. You got in someones bridge, and it kept cycling through a fresh mission list every few seconds. If you sat there long enough pretty much any rare mission would come up for that sector. It was a bug.

The new functionality is completely intentional, and meant to increase social visits to bridges. They are intend to be shared.

Actually, I think the new Ferengi Marauder is the new Dabo bridge. Different meaning, but at least it has a Dabo table on the bridge.
