I've got a crap load of common Refugees, and no colored ones. Could things that reward Refugees have a chance at a better quality?

For example:
70% White
15% Green
10% Blue
5% Purple

Refugees do come in higher quality than white, in fact.

Yeap, I can attest to this, as I've got a Purple Deltan Refugee..

However she's not going anywhere as even if I slot her, there's a very good chance I would not get a purple (or blue) back in exchange.

I got an uncommon Refugee out of the doff compactor just a few days ago. However, I've never received anything but commons from the Support assignments.

Supports only give white refugees

Actually it's worse than that. support apparently only gives Fed Human, Vulcan, Andorian and Tellarite Refugees.

YEP! Anything that makes random civilian doffs can give you a refugee of whatever quality.

Oh yes, I got a blue one ... then I look at your asylum assignment chances and I just say "ha, its more useful to keep".
