First, back all your Power Performance skills down to 6s instead of 9s.
Secondly, you needs points in Maneuavers, targeting systems and Impulse thruster to boost your Accuracy, defense and turnrate/speed.
As well you could back your Warp Core Profficiency and Potential down to 6s
And you have nothing to help your projectile weapons (skillwise) even though you have 2 THY on your vessel.
You may want to go with a PvE set-up like this as well
Tactical boffs: LT tac: High Yield Torpedo 1, Cannon Rapid Fire1
Ens tac: Beam Fire At Will 1
I also use 2 polaron booster consoles and a transphasic compressor for the torpedo.
perhaps you can consider dropping 1 or 2 beam arrays and put in 2 Dual Cannons, or 1 Dual cannon + 1x dual heavy cannon (use cannon rapid fire 1; drop one THY and get beam fire at will1 instead.)
But that way you wil give up some torpedo buffs; though I find it worth if you put cannons on your ship + beam fire at will to maximize damage with your beams.
Cannon rapid fire1 recharges faster than High Yield Torpedo1.
Beam Fire At Will against a single target or even two targets is really good; even now since it has been fixed to work as intended.
Otherwise I cant give you much to work with... I wouldnt change the boff layout though, it looks like your cycling ability's. I dont tbh, but that a personal preference.
